Migrates CI runner from management VM to K8s.

  • Custom runner image: Go 1.24, Node 22, golangci-lint, crane, Docker CLI
  • DinD sidecar for container builds
  • Registers with infra label (replaces VM runner)
  • Resources: 2 CPU / 2Gi per container
  • Shared workspace + Docker certs volumes
